Clement Releases Consultation Paper on Digital Economy

STRATFORD, Ont.-Industry Minister Tony Clement opened public consultations Monday toward the creation of a government action plan on the digital economy.
Clement released a digital economy consultation paper ( http://de-en.gc.ca/en/home/ ) as he delivered a speech at the Canada 3.0 conference. Comments on the paper are open until July 9.
Clement said two months is enough time to gather public input, but that the action plan will take time to develop.
'This will not be done overnight or on the back of an envelope,' he said.
'Other countries have tentatively taken between six and 18 months to develop their strategies. We want to conduct due diligence and make sure the strategy reflects what we have heard and make sure we get this right.'
Clement said the government will rely on the consultations to clarify areas of focus.
'We don't have consensus on what the priorities should be for such a strategy,' he said.
In a speech to the conference, Clement emphasized the importance of copyright reform, online privacy, Canadian content, anti-spam legislation, broadband access, and spectrum allocation.
The discussion document is broken into five sections: innovation, infrastructure, information and communications technology, digital media, and digital skills. Each section has its own discussion questions.
Clement said the strategy, or action plan, will involve collaboration between government, industry, research institutions and the provinces.
